1 | Page <br /> <br />Denver Field Branch <br />Mine Site Evaluation Narrative <br /> <br />Company: Coors Energy Company <br />Mine: Keenesburg Strip Mine <br />Permit No: C-1981-028 <br />Date of Inspection: October 5, 2017 <br />Inspection Type: Oversight complete <br />Weather: Sunny, clear, and cool with soft ground conditions <br />Operator Representative(s): Danny Kipp <br />State Official(s): Robin Reilley (Division of Reclamation, Mining and Safety) <br />OSMRE Official(s): Tom Medlin (#562) <br /> <br />Background <br />This was an oversight complete inspection at the Keenesburg Strip Mine in Keenesburg, <br />Colorado. Prior to and following this inspection, I performed an administrative review of <br />pertinent documentation including recent DRMS inspection reports (which indicate no <br />enforcement actions taken or pending), the 2016 Annual Hydrology and Reclamation Report, <br />Permit Renewal 7 Proposed Decision and Findings of Compliance, and pertinent maps. The <br />permit areas is approximately 225.55 acres. <br /> <br />Mine and Permit Identification Signs (Rule 4.02.2) <br />The mine and permit identification sign was intact and contained all information, as required. No <br />issues were noted. See Figure 1. <br /> <br />Perimeter Markers (Rule 4.02.3) <br />Perimeter markers clearly identified the mine site permit area. No issues were noted. <br /> <br />Topsoil Markers (Rule 4.02.7) <br />Topsand stockpiles were properly marked, as required. No issues were noted. <br /> <br />Haul Roads (Rule 4.03.1) <br />The haul road was in good repair. The Team observed mine personnel performing regular <br />maintenance at the time of this inspection. No issues were noted. See Figure 2. <br /> <br />Support Facilities (Rule 4.04) <br />The yard area was orderly. No issues were noted. <br /> <br />Sedimentation Ponds (Rule 4.05.6) <br />The Team inspected the Dugout Pond and Sedimentation Pond 2. Sedimentation Pond 2 is <br />designed for total containment, with the option to pump excess runoff to the Dugout Pond in the <br />event of abnormally high precipitation events. Sedimentation Pond 2 has never discharged nor <br />has the need to pump excess runoff to the Dugout Pond presented itself. Accordingly, the mine’s <br />CPDES permit has been inactive since 1997. <br />
