Box 1430 <br />Palisade, CO 81526 <br />October 11, 2017 <br />Re: Roadside Portals (Permit No. C-1981-041) <br />Permit Renewal No. 7 (RN7) Preliminary Adequacy Review <br />Dear Ms. Hammond: <br />In accordance with Rule 2.08.4(2), Snowcap Coal Company submitted a permit renewal application <br />on June 26, 2017. The Division has reviewed the renewal application for the Roadside Portals <br />Permit. Snowcap Coal Company stopped coal production in 1999, and has reclaimed the site. The <br />majority of the original permit area has received final bond release. The acres having been <br />approved for final bond release have been removed from the permit area boundary through <br />appropriate permitting actions. The remaining permitted area encompasses 548.0 acres. The permit <br />area is confined to the east side of the Colorado River, in an area surrounding the Roadside South <br />Portals, associated facilities, and affected area. <br />No new mining or reclamation activities are proposed with this permit renewal application. The <br />remaining property within the permit area has been reclaimed for ten years or more. Reclaimed <br />areas within the permit area are approaching final bond release <br />Although no new mining is proposed, several sections of the permit may require updates: <br />1. Please assure the Division that SCC has consulted the most up-to-date listing for threatened <br />and endangered plant and animal species for the permit area. Although no new disturbance <br />is anticipated, updated species lists are necessary. (Rule 2.04.11(4)). <br />2. With the approval of bond releases 8, 9 and 10, and technical revision No. 70, please update <br />Tab 12, page 12-3 to reflect the acreages released and removed from the permit area <br />boundary. <br />The Division has conducted a review of the remaining reclamation liability associated with the <br />Roadside Portals permit using the Division's CIRCES program.
