PERMIT #: M-2013-070
INSPECTOR'S INITIALS: SJM
INSPECTION DATE: September 27, 2017
OBSERVATIONS
This was a normal monitoring inspection of the Liberty Mine; permit number M-2013-070. This site is located
about 5.5 miles southeast of Gateway, Colorado in Mesa County. I, Stephanie Mitchell of the Colorado
Division of Reclamation, Mining and Safety conducted the inspection. No one representing the Operator was
in attendance of the inspection. Eric Eckberg of the BLM Grand Junction Field Office accompanied me on the
inspection.
The permit area for this site is designated as 9.90 acres. The post mine land used designated for this site is
Rangeland. The proper mine identification sign was in place. Permit Boundary Markers were not in place, but
the Operator intends to place them if and when the mine goes into active operation. The site is not in
Temporary Cessation Status based on Rule 1.13.3(2). The permit has been issued, but the mining operation
has not commenced.
A steel mine entrance gate was observed. The closure is secure and will restrict access to unauthorized
individuals and wildlife.
No exposed groundwater was observed and no measureable amount is likely to be encountered based on
baseline hydrology collected for the site.
The vegetation on the site is diverse and consists primarily of Pinion, Juniper, Rabbit Brush and a variety of
grasses.
The entrance road appears to have some erosional features forming, but is not a problem at this time. Heavy
rains recently could have contributed to these small rill forming.
The portal closure, consisting of Polyurethane Foam, is starting to be damaged by a rodent(s). This is
something the Division will monitor and would like the Operator to take note of.
Photos that show the conditions observed during the inspection are included at the end of this report.
No problems were observed at this site.
Responses to this inspection report should be directed to Stephanie Mitchell at the Division of Reclamation,
Mining and Safety, Grand Junction Field Office, 101 South
Page 2 of 6
