The inspection was <br />completed by Harry Ranney of the Division of Reclamation, Mining and Safety (the Division). The weather was <br />clear with a temperature of 94 degrees. The ground conditions were dry. The focus of the aeril inspection was on <br />the East Mine and the ROM Pile area. Five ponds at the East Mine and the ROM Pile Pond had been recently <br />backfilled and graded. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The West Ridge Pond (Photo 1) and all four of the Binwall Ponds (Photos 2 and 3) were reclaimed at the <br />East Mine. The ponds were backfilled and graded to approximate original contour (AOC), outlined in the <br />reclamation plan for the Bowie No. 1 Permit. The West Ridge Pond was stable with no indications of erosion. <br />The contours of the pond have been blended into the surrounding area. The lower contours of the pond have silt <br />fencing placed on them to help control sediment from creating an off-site impact. The diversion ditch above the <br />pond has been lined with riprap and connects directly into the natural drainage. The binwall ponds have all been <br />returned to AOC outlined in the permit. After discussions with Tamme Bishop of J.E. Stover and Associates, it <br />was determined that the drainage design of the bottom of the ponds should be contoured to closely resemble the <br />natural drainage. This will help reduce the opportunity for water to pond on the reclaimed sites. At the end of the <br />reclaimed pond 4, silt fences and hay bales were placed to treat the runoff from the reclaimed binwall ponds. The <br />ROM Pile Pond (Photo 4), located at the eastern part of the ROM Pile area was reclaimed. The associated ditches <br />and access road were reclaimed at the same time. The area has been returned to AOC according to the approved <br />reclamation plan in the permit. Silt fences and berms have been placed on the downslope side of the reclaimed <br />pond.
