d. "the approximate date the proposed activity will commence and end, however, such
dates shall not be an enforceable condition;"
Importation will occur any time after the notice approval date. Importation will continue for
the life of the mining operation. The importation of fill material will end prior to the end of
site reclamation and final grading.
e. "an explanation of how the backfilled site will result in a post-mining configuration
that is compatible with the approved post-mining land use; and"
Imported fill will aid in achieving the approved post mining topography and reduce the depth
of the final pit at various locations. Importation and disposal of construction waste material
will not impede achievement of the post mining land use, i.e. wild life habitat.
f. "a general engineering plan stating how the material will be placed and stabilized in
a manner to avoid unacceptable settling and voids."
Material placement will occur at the foot of steep slopes and other areas of the operation
where placement of fill will help reduce the cost of achieving the desired reclaimed slope,
lower a slope gradient and improve pit floor topography.
Slopes associated with the Fountain Mutual Ditch will be final mined at either a 3H:1 V slope
or 4H:1 V slope, dependent upon slope location. Fill material at these locations will only be
used to achieve a gradual transition from slope to pit floor.
All placed construction material will be graded and compacted in one foot lifts. The
highwalls above the placed fill will then be graded over the compacted fill material. This
process will assist in achieving the desired post mining topography and will aid slope
stability.
For material placed directly on the pit floor, it will be graded out as part of the normal regrade
process and will not be compacted. In fact it must be loose and rough in order to receive
replaced topsoil and then seeded.
Respectfully,
Mr. Brandon Heser
Production Manager
Transit Mix Concrete Co.
Encl: Example Certification Document
3
