ALSH LLC C
510 South Wisconsin St. '
Gunnison,CO 812309 Q
September 12, 2017
Mr. Dustin Czapla c_
Division of Reclamation, Mining and Safety
1313 Sherman Street,Room 215
Denver,CO 80203
Re: Lucky Strike Mine and Mill, Permit M-1982-020, Request for Amendment
Dear Mr.Czapla,
Please find enclosed herewith the materials pertaining to our request for an
amendment (AM) of the above-named 110d permit. As we are now the permitted
operator(per recently-approved SO-03),we determined that there were several parts
of the plan that needed to be updated that reflect our future plans for the Lucky Strike
processing operations. These changes mainly involve the milling at the site,as it is not
our intention to recommence any mining activities at this time. The requested changes
appear to most pertain to the Mining Plan and the Environmental Protection Plan of the
permit,so those revised exhibits are enclosed herewith. There are no changes
proposed to the Reclamation Plan, and it will remain the same.
With the acquisition of this property, and transfer of this permit from Aspen Mineral
Resources, both the Lucky Strike Mill and the Gold Links Mine are owned by the same
entity (Fossil Creek Mines LLC). With this ownership change we propose to change the
Mining Plan to treat gold and silver ore from several other permitted mines which we
collectively call the"Gold Links Project"in the existing Lucky Strike mill facility. The
mines comprising the"Gold Links Project"are the Sacramento Access Tunnel (permit
M-2016-084), Upper Gold Links Mine (permit M-2016-083), and Gold Links Mine
(permit M-1987-143).
The ore from the Gold Links Mine and the Upper Gold Links is from the"2150 Vein"at
different elevations. We have attached the results of 100-year leach tests of the 2150
Vein ore to this application. We have also attached lab results of leach tests of the
Sacramento ore to this application. Lab analyses of representative samples of the tails
from these different mines' ores are also included in the amendment materials.
The Lucky Strike permit is a DMO, and as such, already has an Environmental
Protection Plan (EPP),approved in 2015. We have reviewed this plan, and wish to
supplement it, but not revise it substantially. All sections of the current EPP that are
not being changed,as well as other exhibits of the permit that are not being changed,
are not included in this amendment application package. For information regarding
those parts of the permit, please refer to the existing permit file and 2015 EPP.
(cont.)
