Cultural Resource HPTP for MK -1-082317 and MK -2-082317 Colowyo Coal Company <br />2.0 SITE DISCOVERY BACKGROUND <br />On August 23, 2017 Tetra Tech's cultural resource monitor observed two separate site <br />discoveries within the Project haul road on either side of County Road 51. Both discoveries <br />were flagged off with a 100 foot (ft) [30 meter (m)] avoidance buffer in accordance with the <br />Cultural Resource Protection Plan. On August 24, 2017 Tetra Tech provided Colowyo with a <br />discovery report with preliminary OAHP site forms, maps, and photographs. The report and site <br />forms detail the finding in conformance with Discovery Notification section of Exhibit 5, Item 3 - <br />Cultural Resource Protection Plan for the Collom Mine Expansion. <br />2.1 MK -1-082317 <br />The discovered site is two thermal features approximately 20 cm below surface within the haul <br />road immediately west of County Road 51. Feature 1 is a circular thermal feature of stained soil, <br />charcoal flecking and heat altered rock. The feature measures 60 by 55 centimeters (cm) <br />(Figure 5). Feature 2 is a circular thermal feature of stained soil and heat altered rock. The <br />feature measures 1.1 m by 90 cm .While the upper portion of each feature was likely removed <br />during ground stripping the remaining portions of each appear to be intact (Figure 6). <br />No other cultural material or intact sediments remain at the location. The horizontal extent of the <br />site appears to be limited to the two features within the disturbance area. The discovery is <br />recommended eligible for inclusion on the National Register of Historic Places (NRNP). The site <br />cannot be avoided; therefore Tetra Tech recommends data recovery be conducted on the two <br />features, limited testing in the feature vicinities, and monitoring of remaining ground stripping at <br />the location afterward. <br />Figure 5.
