Cultural Resource HPTP for MK -1-082317 and MK -2-082317 Colowyo Coal Company <br />1.0 INTRODUCTION AND PROJECT BACKGROUND <br />The Colowyo Coal Company (Colowyo) is constructing the facilities associated with their Collom <br />Expansion Project (the Project). As part of the Project, Tetra Tech has been contracted to <br />provide Archaeological Monitoring services for Elk Ridge Mining and Reclamation (Elk Ridge) <br />on the behalf of Colowyo. The archaeological monitoring has been conducted in accordance <br />with Exhibit 5, Item 3 -Cultural Resource Protection Plan for the Collom Mine Expansion filed by <br />Colowyo to the Office of Surface Mining, Reclamation, and Enforcement (OSMRE) as part of <br />their mine permit. The current cultural resource monitoring conformed to the High Potential <br />Areas (HPA) Monitoring section outlined in the Plan. <br />The following Historic Properties Treatment Plan (HPTP) was developed in response to the <br />discovery of two prehistoric sites (Sites MK -1-082317 and MK -2-082317) on August 23, 2017. <br />Both sites cannot be avoided by the Project and face complete removal. The HPTP outlines all <br />mitigation measures that will be conducted at each discovery to determine full horizontal and <br />vertical extent; provide a research design that will direct data recovery measures; and outlines <br />the methodology that will be employed in support of the research design. <br />1.1 Project and Discovery Location <br />The Project is located north of the community of Meeker in Moffat County Colorado. The Project <br />is situated on privately held Colowyo land to the northwest of their existing open pit coal mining <br />operations. The site discoveries are located along the Project haul road in Sections 21 and 22 of <br />T4N, R93W (Figures 1 and 2). Prior to ground disturbance no cultural resource manifestations <br />were observed on the surface at either locality. Discovery MK -1-082317 was discovered west of <br />County Road 51 (Figure 3). Discovery MK -2-082317 was discovered east of County Road 51 <br />(Figure 4). <br />Tetra Tech August 31, 2017 <br />
