COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
September 8, 2017
Tonya Hammond
Snowcap Coal Company, Inc
P.O. Box 1430
Palisade, CO 81526
Re: Roadside Portals (Permit No. C-1981-041)
Corrected Bond Release No. 10 (SL -10) reclamation liability values.
Dear Ms. Hammond:
The Division sent a letter confirming that in accordance with Rule 3.03.2(5)(b) of the Rules and
Regulations of the Colorado Mined Land Reclamation Board for Coal Mining (Rules), that the
Division's decision to approve Bond Release Application No. 10 (SL -10) for the Roadside Portals
became final on August 29, 2017. Due to tracking errors in the Division's permit system database,
the liability increase approved with Technical Revision No. 69 (TR -69) was not added to the
remaining liability total prior to the proposed approval of SL10. Therefore, the increased liability of
$34,470.00, due to the approval of TR -69, needs to be added into the remaining liability value.
Reclamation liability prior to final approval of TR -69=$45,321.40.
Additional reclamation liability required with the approval of TR -69=$34,470.00.
Total reclamation liability required after final approval of TR -69=$79,791.40.
Bond release No. 10 reduces the Roadside Portals reclamation liability by $14,089.16. The current
liability required to be maintained for the Roadside Portals permit is $65,702.24. The Division
suggests Snowcap Coal Company provide a copy of this letter to your bonding company for written
evidence of approval to reduce your bond. If you choose to reduce or replace your existing bond, it
must equal or exceed $65,702.24
If you have questions or need additional information, please contact me.
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
