PERMIT#: M-2015-030 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE:August 31,2017 <br /> OBSERVATIONS <br /> This was a pre-operational inspection for permit revision AM01 conducted by Eric Scott of DRMS. DRMS met with Rob <br /> Laird and Gary Stillmunke of Asphalt Specialties Co., Inc., at the site at approximately 1330. The site entrance is located <br /> on the NW corner of the intersection of HWY 85 and County Rd 8 in Weld County, and the required notice was posted <br /> and visible (photo 1). Although DRMS observed the entire permit area,this inspection focused on the 25 acres that will <br /> be added to the existing permit through the AM01 revision. <br /> The additional 25 acres of proposed permit area lies between north end of the existing permit,the eastern bank of the <br /> South Platte River and HWY 85, and is relatively level pasture/rangeland. The existing on-site structures in the AM01 <br /> area are now owned by Asphalt Specialties Co and will be removed from the site when required by their operation. The <br /> rest of the area to be mined was previously being utilized as unirrigated pasture. It was noted that the existing <br /> vegetation was relatively free of noxious weeds (photo 2). Some inert concrete debris is present along the east bank of <br /> the river and outside of the affected area, presumably put there by the previous owner to slow bank erosion in that area <br /> (photos 5-6). <br /> It should be noted that for this permit the affected area differs from the permit boundary. As required by rule,the <br /> affected area has been marked by steel posts with orange "mining limit"signs (photos 3-4). Asphalt Specialties will need <br /> to maintain these markers and make it clear to all site workers that all mining related disturbances must be kept within <br /> the affected area boundary. The affected area as marked will provide the required buffer from CDOT structures in the <br /> river and Highway 85, as well as prevent excessive encroachment along the east bank of the South Platte River. <br /> No other issues were observed.
