Strand <br />Manager, Denver Field Branch <br />USDOI Office of Surface Mining Reclamation and Enforcement <br />Western Region Office <br />1999 Broadway, Suite 3320 <br />Denver, Colorado 80202 <br />Re: Colowyo Mine, Collom Pit Expansion: Additional Post -Review Discoveries (MK -1-082317 and MK -2-082317) <br />(HC #69522) <br />Dear Mr. Strand: <br />Thank you for your email correspondence dated August 30, 2017 requesting our review and comment on the <br />referenced project as part of your responsibilities under Section 106 of the National Historic Preservation Act (36 <br />CFR Part 800). We understand the expansion of the Collom Pit required approval and permitting from the Office <br />of Surface Mining Reclamation and Enforcement (OSMRE) and that you are seeking comment in accordance with <br />36 CFR 800.13(a)(2) for two additional post -review discoveries. <br />Following our review of the documentation provided by your August 30, 2017 email, we concur with your <br />determination that site MK -1-082317 and MK -2-082317 are eligible for listing to the National Register of Historic <br />Places under criterion D. As outlined by your letter—and as described in detail within the August 31, 2017 report <br />titled A Cultural Resource Historic Properties Treatment Plan for Site MK -1-082317 and MK -2-082317 as part of Colowyo Coal <br />Company's Collom Expansion Project, Moffat County, Colorado [submitted by Tony Tennyson, Senior Environmental <br />Engineer with Tri-State Generation and Transmission Association, Inc.]we find the proposed action to resolve <br />the adverse effects satisfactory. <br />We plan to provide comment on IF -13 following receipt of the consultation package via standard mail. Our final <br />comment is to request that the contractor use Smithsonian Trinomial designations for each of the newly identified <br />sites and isolated resources. The intent of this comment is to minimize future editorial revision that may otherwise <br />be required. <br />Please let us know if we may provide additional comment or clarification. We thank you for the opportunity to <br />comment and we look forward further consultation on OSMRE's proposed actions.
