The annual fee was
previously submitted and received by the Division June 28,2017. In accordance with TR-03 regarding
groundwater monitoring, also enclosed is quarterly groundwater measurement data collected by Al and a
CD containing water quality monitoring and measurement data collected at the site and submitted to
Colorado Department of Public Health and Environment as required under the recycling license held by
Broda Inert Fill.
Mining has been completed in all cells/phases of Platte Valley except the processing plant area and
concrete batch plant site(Cell 5/Phase 5). These areas will continue to operate with material being
conveyed from AI's Wattenberg Lakes operation(Permit M-2004-051). Mining within Phase 5 will not
occur until all material from Wattenberg has been processed through the Platte Valley plant.
Phase 3 backfilling along the north boundary to restore flood damaged land adjacent to the river in
accordance with TR-05 was completed as of April,2016. Phase 3 backfilling with fines disposal from the
wash plant to fill of the balance of this phase to wetland grades was completed in 2017.
Phase 4 backfill continued during 2016-2017, and this activity will continue throughout the life of the
mine in accordance with the reclamation plan and the inert fill import notice approved by the Division on
November 15, 2005. Phase 4 is also being backfilled with fines from the wash plant.
Additional backfill in Phase 2 progressed during 2016-2017 and is establishing a 200-foot offset from the
river in accordance with TR-04. Continued backfilling in Phase 2 will create an approximate 200-foot
wetland bench to establish a total 400-foot offset from the river in accordance with the approved
reclamation plan.
Monitoring and management for weeds in previously seeded areas is ongoing.
Very truly yours,
c ;' z
Connie N.
