PERMIT #: M-2017-027 <br />INSPECTOR'S INITIALS: SJM <br />INSPECTION DATE: August 4, 2017 <br />OBSERVATIONS <br />This was a pre-operation inspection conducted by the Division of Reclamation, Mining and Safety (Division) in <br />response to the Construction Material Regular 112 Operation Reclamation permit application submitted by <br />Graff Gravel, LLC. Jared Graff, representing the applicant, was present during the inspection. Photographs <br />taken at the site during this inspection are included at the end of this report. <br />The Graff Pit is located 2.5 miles northeast of Grand Delta and will be accessed from Homestead Road. <br />The appropriate public notice sign was in place. <br />The current site use is Cropland, the post mining land use will be Recreation and Wildlife. The permit area will <br />include 41.43 acres, of which 37.30 acres are expected to be mined. The unmined acreage will serve as buffer <br />zones and topsoil/overburden stockpile area. It is expected that sufficient quantities of overburden material <br />will be available on site for reclamation, and that enough topsoil will be salvaged in order to be distributed <br />over the disturbed areas during reclamation at a depth of no less than 12 inches. The mined aggregate <br />materials will be processed on site. The mine plans on encountering groundwater. Mining will start in the NE <br />boundary and move in a westerly direction. <br />Currently the area is being used as compost storage with a loader and an excavator on site. <br />This inspection confirmed that the site conditions were accurately portrayed in the application package <br />submitted by Graff Gravel, LLC. The Division requests that a structure agreements with the utility poles, water <br />line, communications line, fences, buildings, road, and ditches and concrete and return ditches within 200 feet <br />of the affected land be submitted by September 29, 2017. <br />The Division has calculated an adequate financial warranty estimate (enclosed) for this site.
