Cultural Resource Histonc Properties Treatment Plan for BK -1-072617 Colowyo Coal Company <br />Excavation levels will be divided in less than 10 cm levels in cases where changes in natural or <br />cultural stratigraphy are encountered. All removed matrix will be screened through % inch wire <br />mesh and all artifacts collected from the screen. The backdirt pile(s) will be established in areas <br />already disturbed and/or determined to be culturally sterile. The back dirt will be mechanically <br />returned to all completed 1 by 1 m units when construction resumes at the end of data recovery <br />work. Each 1 by 1 m excavation unit will be excavated below ground surface until either two 10 - <br />cm culturally sterile levels are encountered or the PI determines further excavation is <br />unwarranted. <br />3.3.3.2 Feature Excavation <br />The two discovered features and any additional encountered subsurface features will be <br />excavated using standard feature excavation methods. First, the entire horizontal extent of each <br />feature will be exposed. For subsurface features discovered during testing, this will require the <br />appropriate number of 1 by 1 m units to be opened to fully expose the feature within the <br />disturbance area. The exposed feature will be mapped, photographed, and a feature form will be <br />started. Once initial documentation is completed, the feature will be excavated by quarters within <br />10 cm arbitrary levels in natural/cultural stratigraphy. Profile maps will be completed after each <br />quartering. Bulk feature fill samples will be collected for appropriate feature types (ex. fire pit, <br />trash midden, storage, etc.) for half the exposed feature with the remaining half screened through <br />1/8 inch screen to recover any artifacts smaller than a % inch. <br />3.3.4 Communication During Field Work <br />During field work, Tetra Tech's PI will provide regular updates regarding progress of the work to <br />Colowyo points of contact to be passed along to OSMRE, DRMS, and OAHP. The progress <br />reports will be in email form with updates on progress of investigations, tasks completed, and <br />summary of the findings since last communication. <br />3.3.5 ArchivaUReference Research <br />Tetra Tech will continue archival/reference research throughout the execution of HPTP through <br />final reporting. The research will focus on regional specific research and reporting that could <br />support site interpretations of the recovered data. Specifically, the research will help support <br />discussions of its place in the regional cultural chronology; and its utilization history. In addition to <br />published research, cultural resource management gray literature will also be sought as much of <br />the archaeological work in northwestern Colorado has been driven by defined cultural resource <br />undertakings. <br />3.3.6 Incidental Discovery., Human Remains and funerary objects <br />Since the discovery is on private property, human remains will be handled in accordance Colorado <br />Revised Statute 24-80-1301 et seq. Though not anticipated, if human remains and/or funerary <br />objects are encountered at any point in the investigations, all work in the vicinity of the discovery <br />will be halted and Colowyo personnel will be notified who will immediately notify the Moffat County <br />Sheriff ((970) 824-4495). The OSMRE cultural resources specialist ((303) 293-5016) will also be <br />contacted as soon as possible. The Sheriffs office will determine whether or not the find is forensic <br />in nature. All field work will be suspended until law enforcement has approved the work to <br />proceed. If the find is non -forensic and determined to be ancient human remains, work will <br />proceed in consultation with OSMRE and DRMS and in consultation with OAHP. <br />Tetra Tech August 8, 2017 11 <br />
