Cultural Resource Historic Properties Treatment Plan for BK -1-072617 Colowyo Coal Company <br />1.0 INTRODUCTION AND PROJECT BACKGROUND <br />The Colowyo Coal Company (Colowyo) is constructing the facilities associated with their Collom <br />Expansion Project (the Project). As part of the Project, Tetra Tech has been contracted to provide <br />Archaeological Monitoring services for Elk Ridge Mining and Reclamation (Elk Ridge) on the <br />behalf of Colowyo. The archaeological monitoring has been conducted in accordance with Exhibit <br />5, Item 3 -Cultural Resource Protection Plan for the Collom Mine Expansion filed by Colowyo to <br />the Office of Surface Mining, Reclamation, and Enforcement (OSMRE) as part of their mine <br />permit. The current cultural resource monitoring conformed to the High Potential Areas (HPA) <br />Monitoring section outlined in the Plan. <br />The following Historic Properties Treatment Plan (HPTP) was developed in response to the <br />discovery of a prehistoric site (Site BK -1-072617) on July 26, 2017. The site cannot be avoided <br />by the Project and faces complete removal. The HPTP outlines the evaluative testing that will be <br />conducted at the discovery to determine its full horizontal and vertical extent; provides a research <br />design that will direct data recovery measures; and outlines the data recovery methodology that <br />will be employed to collect data in support of the research design. <br />1.1 Project and Discovery Location <br />The Project is located north of the community of Meeker in Moffat County Colorado. The Project <br />is situated on privately held Colowyo land to the northwest of their existing open pit coal mining <br />operations. The archaeological discovery is located along the haul road for the Project in the <br />northeast quarter of Section 21 of T4N, R93W (Figure 1). The discovery was observed along the <br />southern edge of the haul road near survey station 151+50 (Figure 2). At this location, mechanical <br />scrapers were removing topsoil as part of the construction of the road. Prior to ground disturbance <br />no cultural resource manifestations were observed on the surface at this locality. To date the site's <br />cultural resource manifestations are limited to two potential thermal features, one medium size <br />mammal bone, and one piece of debitage (Figures 3 and 4). <br />Tetra Tech August 8, 2017 <br />
