Project Title: <br />A Cultural Resource Historic Properties Treatment Plan for Site BK -1- <br />072617 as part of Colowyo Coal Company's Collom Expansion Project, <br />Moffat County, Colorado <br />Agency(-ies): <br />Office of Surface Mining, Reclamation, and Enforcement (OSMRE); <br />Colorado Division of Reclamation, Mining, and Safety (DRMS), and <br />Office of Archaeology and Historic Preservation (OAHP) <br />Tetra Tech No.: <br />114-520420 <br />Colowyo Mine <br />C-1981-019 <br />Permit <br />Site Location: <br />The site discovery is located within the northeast quarter of Section 21 of <br />T4N, R93W, 6th Principal Meridian (7.5' USGS quadrangle Axial, <br />Colorado (2000)). <br />Landownership: <br />Privately Held <br />Abstract: <br />The Colowyo Coal Company (Colowyo) is constructing the facilities <br />associated with their Collom Expansion Project (the Project). As part of <br />the Project, Tetra Tech has been contracted to provide Archaeological <br />Monitoring services for Elk Ridge Mining and Reclamation (Elk Ridge) on <br />the behalf of Colowyo. The archaeological monitoring has been <br />conducted in accordance with Exhibit 5, Item 3 -Cultural Resource <br />Protection Plan for the Collom Mine Expansion filed by Colowyo to <br />OSMRE as part of their mine permit. The current cultural resource <br />monitoring conformed to the High Potential Areas (HPA) Monitoring <br />section outlined in the Plan. <br />The following Historic Properties Treatment Plan (HPTP) was developed <br />in response to the discovery of a prehistoric site (Site BK -1-072617) on <br />July 26, 2017. The site cannot be avoided by the Project and faces <br />complete removal. The HPTP outlines the evaluative testing that will be <br />conducted at the discovery to determine its full horizontal and vertical <br />extent; provides a research design that will direct data recovery <br />measures; and outlines the data recovery methodology that will be <br />employed to collect data in support of the research design. <br />
