Project Title:
A Cultural Resource Historic Properties Treatment Plan for Site BK -1-
072617 as part of Colowyo Coal Company's Collom Expansion Project,
Moffat County, Colorado
Agency(-ies):
Office of Surface Mining, Reclamation, and Enforcement (OSMRE);
Colorado Division of Reclamation, Mining, and Safety (DRMS), and
Office of Archaeology and Historic Preservation (OAHP)
Tetra Tech No.:
114-520420
Colowyo Mine
C-1981-019
Permit
Site Location:
The site discovery is located within the northeast quarter of Section 21 of
T4N, R93W, 6th Principal Meridian (7.5' USGS quadrangle Axial,
Colorado (2000)).
Landownership:
Privately Held
Abstract:
The Colowyo Coal Company (Colowyo) is constructing the facilities
associated with their Collom Expansion Project (the Project). As part of
the Project, Tetra Tech has been contracted to provide Archaeological
Monitoring services for Elk Ridge Mining and Reclamation (Elk Ridge) on
the behalf of Colowyo. The archaeological monitoring has been
conducted in accordance with Exhibit 5, Item 3 -Cultural Resource
Protection Plan for the Collom Mine Expansion filed by Colowyo to
OSMRE as part of their mine permit. The current cultural resource
monitoring conformed to the High Potential Areas (HPA) Monitoring
section outlined in the Plan.
The following Historic Properties Treatment Plan (HPTP) was developed
in response to the discovery of a prehistoric site (Site BK -1-072617) on
July 26, 2017. The site cannot be avoided by the Project and faces
complete removal. The HPTP outlines the evaluative testing that will be
conducted at the discovery to determine its full horizontal and vertical
extent; provides a research design that will direct data recovery
measures; and outlines the data recovery methodology that will be
employed to collect data in support of the research design.
