OTETRATECH <br />July 27, 2017 <br />Subject: Cultural Resource Discoveries BK -1-072217 and BK -1-072617 at the Colowyo Collom <br />Expansion Project, Moffat County, Colorado <br />To whom it may concern, <br />The following two cultural resource discoveries (BK-1-072217and BK -1-072617) were encountered <br />as part of ongoing cultural resource monitoring activities associated with the Collom Expansion Project <br />(Project). The High Potential Area (HPA) cultural resource monitoring is being conducted as stipulated <br />per the Cultural Resource Protection Plan developed for the Project. The following report is provided <br />as part of the Discovery Reporting section outlined in the same plan. Attached to this memo are <br />preliminary OAHP site forms for each discovery with supporting photographs and figures. See the <br />attached preliminary site forms for additional detailed information beyond what is presented in this <br />memo. <br />BK -1-072217 <br />On July 21, 2017 when parking a vehicle on an established two -track road a Tetra Tech's cultural <br />resource monitor observed a previously unknown cultural resource site outside the Collom disturbance <br />area. The site consists of a surface artifact scatter of one projectile point and approximately 20 pieces <br />of debitage randomly distributed with no cultural concentrations noted. The monitor recorded the <br />observed surface scatter per OAHP standards. The site is outside the planned disturbance area for the <br />Collom project, though the two -track is infrequently used by construction crews. The site does not face <br />impact by the project. <br />The discovery is recommended not eligible for inclusion on the NRHP. No further work is <br />recommended for this discovery. <br />BK -1-072617 <br />On July 26, 2017 Tetra Tech's cultural resource monitor was observing top soil stripping activities <br />associated with the haul road construction to the west of Wilson Creek. Within the disturbance area <br />the monitor observed a thermal feature at approximately 30 cm below ground surface and immediately <br />halted ground disturbance in the vicinity. No surface cultural resource material was observed at the <br />location prior to the commencement of the disturbance. Further inspection yielded an additional <br />thermal feature and sparse artifact scatter consisting of one heat altered rock, one medium size mammal <br />bone, and one piece of debitage. The two thermal features are intact, but the few associated artifacts <br />are in secondary context.
