PERMIT#: M-1977-522 <br /> INSPECTOR'S INITIALS:ECS <br /> INSPECTION DATE:August 22,2017 <br /> OBSERVATIONS <br /> This acreage reduction inspection (AR02) of the Star Water Resource site was conducted by Eric Scott of DRMS <br /> accompanied by Lynn Mayer Shults of LG Everist (LGE). This site lies between the Cache LaPoudre River and <br /> "0" Street on the northwest side of the town of Greeley in Weld County, and is bordered on the east by a <br /> residential area. At this time, the site has been reclaimed in accordance with AM02 which was approved by <br /> DRMS on July 10, 2014. All earth-work has been completed, the slurry wall has been installed on the western <br /> portion of the site, and approved by SEO on December 14, 2014. The exposed groundwater lake on the <br /> eastern portion of the site has been backfilled to reduce the exposed groundwater area to near pre-1981 <br /> acreage, however there are still 2.2 acres of exposed groundwater that must be permanently augmented <br /> before that portion of the permit can be released. The 9.36 acre parcel in the center of the site, where the <br /> cement plant owned and operated by Varra Construction is located, was released via AR01 which was <br /> approved by DRMS on June 19, 2015. <br /> On July 31, 2017 DRMS received an acreage reduction request for 61.07 acres of the currently permitted area. <br /> The area requested for release includes the entire western portion of the site containing the lined reservoir <br /> and a portion of the area adjacent to the north and east sides of the unlined pond on the east side of the <br /> permit. The lined reservoir and surrounding area is scheduled to be sold for development as water storage in <br /> October 2017 (photos 1-3). DRMS mailed out partial release notice letters to all required parties on August 7, <br /> 2017, and to date no objections have been received. DRMS will approve the partial release as requested at <br /> this time. <br /> Approximately 21 acres will remain in the permit which includes the area of the unlined pond, a 50 foot buffer <br /> area around the northwest, north, and east sides of the unlined pond, and the grass area south of the pond. <br /> The areas surrounding the eastern unlined lake are also well established with reclamation grasses and were <br /> observed to be largely weed free (photos 4-6). Even though the area surrounding the unlined pond has been <br /> well reclaimed at this time, the unlined pond cannot be released from reclamation responsibility until the SEO <br /> requirements for permanent augmentation are fulfilled. DRMS recommends that the remaining 20.1 <br /> permitted acres be clearly marked with steel posts until the final release can be approved—especially in areas <br /> adjacent to the Varra property. <br /> No other issues were identified during this inspection.
