The East <br /> Rigden Pit has been under permit for many years and currently still has batch plant operations on the <br /> west-central portion of the site by Cottonwood Properties("Cottonwood"). A majority of the permit <br /> property was purchased by the City of Fort Collins("City") in 2014. As part of the purchase,the City <br /> agreed to take over the mining permit. Much activity took place in 2014 and 2015 to construct Rigden <br /> Reservoir and move material around to various portions of the permitted area for final reclamation. The <br /> majority of construction and reclamation was completed in June 2015. Most portions of the site are <br /> awaiting establishment of vegetation before potential release from the mining permit. <br /> In the past year, additional work at the site has included additional seeding in the fall of 2016, <br /> approximately 10,000 cubic yards of topsoil stockpiling in the northwest portion of the site that will be <br /> used for a future Park, installation of an underdrain system, and continued activities related to erosion <br /> issues around the perimeter of the new reservoir. Where applicable,t revised numbers are reflected in the <br /> answers to the attached annual report form and shown on the attached map. <br /> As mentioned in the 2016 report, an area near the northwest portion of the site had developed exposed <br /> groundwater. In accordance with the technical revision approved by your office(per letter dated March <br /> 23, 2017), an underdrain system was installed in the spring of 2017 on the City's portion of the site. The <br /> system has removed the exposed groundwater on the City property, but was not successful in removing <br /> standing water on the adjacent Cottonwood property . The City is working with Cottonwood to extend <br /> the underdrain system onto their property this year in order to remove all exposed groundwater within the <br /> permit area. We will submit an update to the previously submitted Technical Revision when a proposed <br /> design and construction schedule are available. The plan is to extend the underdrain system in the fall of <br /> this year when groundwater levels recede enough to allow construction. <br /> The southwest portion of the site is still owned by Cottonwood Properties. About 27 acres of that portion <br /> are still used for batch plant operations and the remaining area is slated for future development which will <br /> involve distribution of a topsoil stockpile on that portion of the site. The City hopes to fully reclaim its <br /> portion of the site after revegetation and potentially have the City's parcels released from the permit. <br /> Please note that the permittee contact has changed from myself to Daylan Figgs(see permit form and <br /> attached Correspondence Information).
