Sealing of Drilled Holes and Underground Openings <br /> <br />The Division will require that each hole, well or other underground opening be capped, <br />sealed, backfilled, or otherwise properly managed (4.07.3). <br /> <br />VI. Use of Explosives <br /> <br />The use of explosives is described in Section 2.05.3(6)(a) Overburden Blasting of the <br />permit. Map 2.05.3(6)(a)-1 identifies the limits of the coal resource to be mined, the <br />sequence of panels, surface ownership, occupied structures and the one-half mile radius <br />for blasting notification. <br /> <br />VII. Disposal of Excess Spoil <br /> <br />The mining plan does not require the development of a permanent excess spoil disposal <br />site. All spoil will be returned to the mined-out area and be utilized to achieve <br />approximate original contour. A temporary stockpile will store the overburden <br />excavated in the initial phase of mining. The volume of this pile is estimated to be <br />900,000 bank cubic yards, with a height of 75 feet and 2H:1V sideslopes. Configuration <br />of the temporary overburden stockpile is shown on Map 2.05.4(2)(d)-2. <br /> <br />VIII. Coal Mine Waste Banks <br /> <br />No coal mine waste banks are proposed for NHN. <br /> <br />IX. Coal Mine Waste <br /> <br />No coal mine waste will be generated at NHN. <br /> <br />X. Backfilling and Grading <br /> <br />Backfilling and grading operations are described in Sections 2.05.2, 2.05.3 and <br />2.05.4(2)(c) of the permit. The Division proposes to re-approve an extension to the 180- <br />day requirement for completion of backfill and grading based on equipment and <br />manpower availability. This extension was originally approved with MR-20 on July 10, <br />2017. The backfill and grading timeline is outlined in Table 2.05.4(2)(a)-1 of the permit. <br />Map 2.05.3-1 provides a typical cross section of the mining and backfilling sequence. <br />The lower portion of overburden, which consists of siltstones, sandstones and shales, <br />requires drilling and blasting for removal. This material will be pushed by bulldozer or <br />loaded into mine haul trucks by a shovel, and placed in the lower portions of the backfill.
