Present at the
inspections were as follows:

Tabetha Lynch, Colorado Division of Reclamation, Mining and Safety (DRMS)
Miranda Blomquist, Peabody Sage Creek Mining, LLC
Christine Belka, Office of Surface Mining Reclamation and Enforcement (OSMRE) #182
Steve Freese, Colorado State Board of Land Commissioners
Alan Goldrich – Routt County Planning Department

The following items were noted as needing follow-up action prior the Division completing the SL-4 Bond
Release Findings document.

1. Remove area within the disturbance boundary from the bond release, as this area has no history of
reclamation and does not appear to have been reclaimed. Coarse road gravel is still present and
topsoil does not appear to have been placed. No history or seeding has been found within the
bond release documentation or previous Annual Reclamation Reports. Please provide updated
maps and acreage information after removing this parcel.

2. Erosional down-cutting was observed along the right side of Road F1 within Section 2. Please
place rip rap to prevent further erosion of this drainage channel.

3. Patches of toadflax were noted and referenced below as well as thistle, which should be mitigated
at an appropriate time to effectively manage these weeds. Large toad flax patch at 322,010.6
4,476,639.2 Meters.

August 15, 2017

Jerry Nettleton
Peabody Sage Creek Mining, LLC
36600 Routt County Road 27
P.O.
