Bowie Resources, LLC (BRL) proposes a technical revision to allow Oxbow Mining, LLC (Oxbow Ito use the TC -03-01 pad to support Oxbow's coal methane recovery project. BRL and Oxbow entered an agree- ment in 2015 which allows Oxbow to extract coal bed methane from the existing B and D seam work- ings of the Bowie No. 2 Mine. The TC -03-01 pad has not yet been reclaimed by BRL. Oxbow plans to, use the pad to drill up to four seal removal holes into the the seal of the 1 west mains in the Bowie No. 2 Mine. The seal removal holes will allow for pressure equalization across the seals and enhance coal bed methane recovery. The appli- cation proposes no new surface disturbance. The Bowie No. 2 Mine is a/an underground coal mine located in Delta County, approximately 5 miles NE of Paonia, Colorado. Coal interest is federal and private, and the surface affected is fed- eral and private land. The permit area encompasses approximately 10,987.40 acres. This proposed decision is based on a finding that the proposed opera- tion will comply with all riqurre- ments of the 'Colorado Surface Coal Mining Reclamation' Act, Section 34 33 101, at seq., C.FLS., and the regulations promulgated thereunder. Copies of the proposed decision, including stipulations, are on file for public inspection at the Colorado Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street Denver, Colorado 80203. Persons with en interest that may be adversely affected by the pro- posed decision may request a formal hearing before the Mined Land Reclamation Board on the proposed decision. Such request must be made within ten (10) days of the initial publication of this notice, must be in writing, and must state with reasonable spe6i- ficity the reasons for the request and the objections to the proposed decision.
