on the north bank of Poudre Ponds. The amount of water captured will depend on the pre-inflow
water storage volume of Poudre Ponds with more water capture when the pond is near empty.
The flood waters will be temporarily retained within the Poudre Ponds pool area, and any water
captured in excess of the facility's water rights will be returned to the Cache la Poudre River
channel, through an existing pump station at Poudre Ponds when water levels within the river
recede.
Project construction will require temporary re-routing of the Poudre River Trail along the west,
south, and east sides of Poudre Ponds. Construction access for the project will be along the
existing access road (adjacent to 35th Avenue) and the existing concrete Poudre River Trail.
Areas outside the constructed spillway will be returned to a topography that blends with the
surrounding banks of Poudre Ponds. Topsoil removed and stored from the project site will be
replaced and blended to the levels of the spillway structure. The non-spillway areas will be
reseeded to the approved reclamation seed mix. The upland grass mix will be used on the top of
the bank, and the wetland transition grass seed mix will be used on the bank slopes.
Other Permits
The following agencies have issued, or may need to issue, additional permits prior to
commencement of the proposed construction. The respective agency is identified, as is the type
of permit, and the authority and actions granted by the permit. The following permits reflect only
those needed for the proposed construction project.
City of Greeley Floodplain Permit: Poudre Ponds is located within the 100-year floodplain of
the Cache la Poudre River. The project is being designed to comply with floodplain regulations,
and a City of Greeley floodplain pen-nit will be acquired for this project.
The U.S. Army Corps of Engineers have reviewed the project and have issued a letter verifying
that the project is located in non jurisdictional areas and that a Department of the Army pen-nit
will not be required.
Project Schedule
The project is anticipated to start in March 2018 and be completed by September 2018.
Maintenance
Maintenance of the proposed structure will be undertaken by the City of Greeley as part of
continuing operations at Poudre Ponds.
The City of Greeley wants to construct erosion protection measures to protect its infrastructure
from future erosion related damage. To facilitate this work, the City of Greeley is requesting a
technical revision to revise the 25th Avenue Site Regular 112 Operation Reclamation Pen-nit
Number M-2002-020 Reclamation Plan.
3
