i < < <br /> Cit\ of <br /> Greeley <br /> August 11, 2017 <br /> Mr. Peter Hays <br /> Environmental Protection Specialist II <br /> Colorado Division of Reclamation Mining and Safety <br /> 1313 Sherman St., Room 215, Denver, CO 80203 <br /> Dear Mr. Hays: <br /> Subject: Technical Revision to the 25' Ave. Site's Permit# M-2002-020 to Allow for <br /> Construction of Erosion Protection Measures <br /> The City of Greeley is requesting a technical revision to revise the 25"' Avenue Site Regular 112 <br /> Operation Reclamation Permit Number M-2002-020 Reclamation Plan to address proposed <br /> construction of erosion protection measures at the partially reclaimed northwest-most mining <br /> cell, also known as the Poudre Ponds Water Storage Facility and Recreational Fishery (Poudre <br /> Ponds). <br /> The erosion protection measures are necessary to protect the Poudre River Trail (a City of <br /> Greeley recreational trail between the Cache la Poudre River and Poudre Ponds) and the Poudre <br /> Ponds during flood stage flow on the Cache la Poudre River. The project will entail constriction <br /> of a concrete inflow point in the shape of a trapezoidal spillway to allow flood stage flow from <br /> the Cache la Poudre River into the pool storage of the Poudre Ponds cell. With subsequent <br /> receding of flood stage flow in the river, any water captured in excess of the facility's water <br /> rights will be returned to the Cache la Poudre River via an existing pump station in Poudre <br /> Ponds. <br /> Project: Purpose and Need <br /> Past high-flow events on the Cache la Poudre River (most recently in 2013 and 2014) have <br /> caused overflow from the river into Poudre Ponds causing erosion on the north bank of the <br /> facility and associated erosion damage to that facility. An existing low point on the north bank <br /> has been identified as a location where overflow during times of high flow is likely. This project <br /> will implement erosion protection measures to reduce or.eliminate erosion at that location to <br /> protect the existing facility; to preserve historic floodplain flow paths by preventing erosion <br /> leading to river capture; and to protect the existing Poudre River Regional Trail, which is located <br /> on the crest of the Poudre Ponds' north embankment. <br /> Water and Sewer Department . 1100 loth Street,Suite 300,Greeley,CO 80631 .
