1. Introduction <br />The Colorado Division of Reclamation Mining and Safety (the Division) has received an <br />application for permit renewal for the Keenesburg Strip Mine from Coors Energy Company <br />(CEC). The application number is Permit Renewal No. 7 (RN7). Prior to deciding whether or <br />not to approve a permit renewal or permit revision application, the Division is required by law to <br />make specific written findings. Those findings are required by Section 34-33-114 of the <br />Colorado Surface Coal Mining Reclamation Act and Section 2.07.6(2) of the Regulations of the <br />Colorado Mined Land Reclamation Board for Coal Mining. This document presents those <br />findings and the Division proposed decision regarding approval of the Keenesburg Strip Mine's <br />permit renewal application. This document also contains a description of the environment <br />affected by the operation and summaries of the mining and reclamation plans. <br />Permit C-1981-028 is for surface coal mining and reclamation operations. This application is for <br />continuing reclamation work only, as all coal extraction operations have ceased. Reclamation <br />work previously included the controlled disposal of ash and mine waste rock as a portion of the <br />backfill of mine pits. The importing of ash was completed by CEC in April 2016. <br />The application was submitted by Coors Energy Company. The mine will be operated by Coors <br />Energy Company. The mine is located on private lands within Weld County, Colorado. The <br />legal description of the lands included within the permit area is: A tract of land in Sections 25 <br />and 36, Township 3 North, Range 64 West of the 6th Principal Meridian, Weld County, <br />Colorado. Said tract contains 225.55 acres, more or less. <br />Specific information about the Keenesburg Strip Mine's mining and reclamation operations can <br />be found in the permit application and permit revision applications on file with the Division of <br />Reclamation, Mining and Safety, 1313 Sherman Street, Room 215, Denver, Colorado 80203. <br />The Keenesburg Mine's previous Mid Term Review findings document comprises MT6, dated <br />April 4, 2014. <br />1.1 Legal Description <br />The Keenesburg Mine is located approximately 4.5 miles north of Keenesburg, Colorado.
