The elevation data collected by the Division have been compared to elevation information provided in the SL-11
Bond Release application. All measured elevation points were found to be within 15 feet of the as-built elevations.
Given the expanse of the mine site and the steepness of the terrain at Colowyo, the difference in elevation is
acceptable.

On the evening of July 25th, 2017, a microburst rainfall event occurred over the mine. Rainfall was measured over
an eight hour time ranging from 0.61 to 1.70 total inches of rain throughout the mine site with the storm
centralized over the East Pit. Due to the magnitude of the storm event, the Division reevaluated the SL-11 area in
the East Pit on July 28, 2017. The East Pit reclamation parcel associated with SL-11 showed little to no signs of
erosion along the slopes and remained stable. The West Pit reclamation parcel remained stable as well. No issues
regarding backfilling and grading requirements for Phase I bond releases were encountered. For more information
regarding the storm, please refer to the Division’s inspection report dated July 25, 2017.

West Pit Reclamation.
