Miranda Blomquist of Seneca Property, LLC accompanied the <br />inspection. The weather was cloudy and the site was dry at the time of the inspection. The site is a reclaimed <br />surface mine currently in reclamation with no activities ongoing at the time of the inspection. The Division is in <br />the process of reviewing the RN-4 renewal appliaction and the SL-6 bond release application. Permit Renewal <br />No. 4 (RN-4) has requested and been approved for a total of 18 extensions of the Proposed Decision. The <br />Proposed Decision date is currently 8/18/2017. The Division’s Midterm Review is due to Seneca Property, LLC <br />on 2/5/2018. It should be noted that the Yoast Permit should not be carried over to the Midterm review of the <br />permit. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage – Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> <br />Ponds 12 and 12A were holding water with Pond 12 discharging at the time of the inspection. Pond embankments <br />were stable and the primary spillways were functioning as designed with no issues noted with either the primary or <br />emergency spillways. <br /> <br />Pond 13 was stable with no discharge at the time of the inspection. Pond embankments were stable and the <br />primary and emergency spillways had no problems noted. <br /> <br />Pond 14 was stable with no discharge at the time of the inspection. No issues were noted with the embankments <br />and the primary discharge was functioning as designed. <br /> <br />Pond 010 was stable with no discharge noted at the time of the inspection. No issues were noted with the <br />embankments. Heavy waterfowl presence was noted on the pond surface. <br /> <br />Permanent drainages were stable with no issues noted during the inspection. Drainages YPM-16, 10, 7, 19, 1-3, <br />18, 4, 4-2, and 6-3 were observed to be stable and functioning as designed with no problems noted.
