Therefore, the 0.8 requirement for thin overburden and the 1.2 requirement for thick overburden <br />are not met. <br />Disposal of Excess Spoil: All excavated non -coal material from the mining areas will be used <br />for backfilling the mined pits and blending mined areas into the existing topography to achieve <br />the approximate original landform. Therefore, no excess spoil material will exist. <br />Post -Mining Topography: Mining operations will be performed with shovel/truck and dozers at <br />NHN Mine. The post -mining topography was estimated based upon a 15 percent swell factor. <br />Map 2.05.4-1 shows the post -mining topography which is similar to the existing topography. <br />Cross-section locations and typical cross-sections through the mining areas are also shown on <br />this map. These cross sections show original and post -mining ground elevations. <br />Slides and Other Damage: NHN does not anticipate any problems with slides at mine during <br />the term of mining and reclamation activities. <br />Post -Mining Drainage Channels: Three primary drainage channels pass through the NHN <br />Mine area. Glasier Draw, Meehan Draw and Nygren Draw (See Map 2.04.7-1). No mining will <br />occur in these drainage channels. However, the North Haul Road is approved to cross Meehan <br />Draw as shown on Map 2.05.3(3)-3. The disturbance to this wetland area will be mitigated as <br />described in NHN's Nationwide General Permit No. 21 - Surface Coal Mining Activities <br />(Section 404) from the U.S. Army Corp of Engineers. A copy of the approved Section 404 <br />permit is on file at the New Horizon Mine office and available for review at the Division's <br />request. <br />Heavy equipment working in wetlands must be placed on mats, or other measures must be taken <br />to minimize soil disturbance. <br />Appropriate soil erosion and sediment controls must be used and maintained in effective <br />operating condition during construction, and all exposed soil and other fills, as well as any work <br />below the ordinary high water mark, must be permanently stabilized at the earliest practicable <br />date. Permittees are encouraged to perform work during periods of low -flow or no -flow. <br />Temporary fills must be removed in their entirety and the affected areas returned to pre - <br />construction elevations. The affected areas must be vegetated, as appropriate. <br />Any authorized structure or fill will be properly maintained, including maintenance to ensure <br />public safety and compliance with applicable NWP general conditions, as well as any activity - <br />specific conditions added by the district engineer to a NWP authorization. <br />Section 2.05.4(2)(c) Page 3 June 2017 (MR -20) <br />
