feet in elevation. The four inch HDPE pipe line will be placed on lined facility its entire route, thus <br />eliminating any potential impacts to the environment. The four inch HDPE line will run down the south <br />side of the SGVLF adjacent to the existing barren solution lines (see attachment 1 and 2). The four inch <br />HDPE line will be gravity fed and free draining. This arrangement has several advantages over the current <br />system: the operational difficulty of pumping uphill to the current infiltration wells is eliminated, the <br />chances of the line freezing are minimized, and the possibility of a spill occurring during an upset <br />condition or a pump failure is essentially removed. <br />The four inch HDPE pipeline will drain either into an infiltration gallery or into the drip system. The <br />infiltration gallery will be constructed using two buried 50-foot 30-inch perforated pipes (see attachment <br />3). Burying the infiltration gallery will reduce any chance of surface ponding. The infiltration gallery will <br />be placed approximately 90 feet from the crest of the 9,650 bench. The southern portion of the 9,650 <br />bench and areas immediately surrounding the proposed infiltration gallery will not be leached; this area <br />will be shut off to manage leach solution application rates to this portion of the pad. By shutting off this <br />portion of the pad CC&V can add the HGM solution through the infiltration gallery thus maintaining a <br />similar application rate of solution to this portion of the pad. By maintaining a similar solution application <br />rate on this portion of the pad CC&V will not adversely impact the stability of the pad. <br />In addition to adding solution to the pad via the infiltration gallery, CC&V will also tie into the existing <br />drip lines system so the HGM solution can be applied to the pad using the existing drip line infrastructure. <br />CC&V anticipates that approximately one or two drip line panels will be used to distribute the anticipated <br />flow coming from the HGM. <br />Monitoring <br />Operators will monitor the infiltration gallery and the flow will be manually diverted between the two 30- <br />inche pipes as needed. If infiltration begins to diminish over time to an extent where the flow rate cannot <br />be accommodated, CC&V will excavate the infiltration gallery and clean out the pipes. <br />Modifications to the Approved Reclamation Plan <br />CC&V has determined TR-92 will have a minimal impact on the approved reclamation plan; the pipe line <br />and infiltration gallery will be removed during final reclamation. The SGVLF and surrounding area will <br />be reclaimed in the same manner as previously described in the approved reclamation plan. The additional <br />cost to demolish the pipe line and infiltration gallery is included in the section below. <br />Financial Warranty <br />CC&V used portions of the 2017 RS Mean's costs and previous costs to calculate the increase in <br />reclamation liability associated. Table 1 below contains a reclamation cost estimation to reflect the <br />additional reclamation liability incurred by the State. All costs include equipment and labor.
