PERMIT#: M-1996-060 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: July 27,2017 <br /> OBSERVATIONS <br /> This was a Succession of Operator (SO) inspection conducted by DRMS at the Firestien Pit site. The site <br /> entrance is located off the west side of 83rd Ave just south of where it intersects County Road 64 (also known as <br /> "0" Street). The site is WNW of the Town of Greeley in Weld County. There are 300.84 acres currently <br /> permitted at this 112c site. The inspection was conducted by Eric Scott of DRMS. The DRMS representative <br /> met with permittee representatives Brett and John Hall of Hall-Irwin at the site entrance at approximately 1200. <br /> On July 28, 2017 an SO was approved by DRMS to transfer the permit from Bestway Concrete Company to <br /> Hall Irwin Corporation. Option B was chosen, and a bond of the same amount was submitted by the new <br /> operator. This inspection was conducted by DRMS to confirm that the provided bond is still adequate to <br /> complete the approved reclamation. <br /> Mining has been completed at this site, and reclamation is well underway. During this inspection the removal <br /> of the concrete plant from the site was underway (photo 1). There are some large stockpiles of product that <br /> remain to be removed, however this should be completed within the next six months. <br /> Reclamation is progressing across the remainder of the site. The exposed groundwater areas located in the <br /> south-central part of the permit have been almost entirely backfilled. The southwest area of the permit has been <br /> successfully reclaimed as a fish-farm and is well vegetated, and the western portion of the permit has been <br /> backfilled and is being utilized as cropland. <br /> Some shoreline maintenance will likely be required for the water bodies located in the northwest corner of the <br /> permit, and all remaining exposed/unlined water bodies will need to be included in an approved permanent <br /> augmentation plan before the permit can be released by DRMS. Earth berms located along the south boundary <br /> of the permit between the river and active site areas will need to be removed prior to release.
