PERMIT#: M-1997-058 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: July 27,2017 <br /> CORRECTIVE ACTIONS:The operator shall, at the entrance of the mine site, post a sign which shall be clearly <br /> visible from the access road with the following: the name of the operator, a statement that a reclamation <br /> permit for the operation has been issued by the Colorado Mined Land Reclamation Board; and the permit <br /> number. The operator shall submit photo documentation that a proper sign has been posted by the corrective <br /> action date. <br /> CORRECTIVE ACTION DUE DATE: 8/31/17 <br /> OBSERVATIONS <br /> This was a Succession of Operator (SO) inspection conducted by DRMS at the Hall Irwin Baseline Resource <br /> site. This site is located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately northwest of <br /> Brighton in Weld County. There are 209.6 acres currently permitted at this 112c site. The inspection was <br /> conducted by Eric Scott of DRMS. The DRMS representative met with permittee representatives Brett and <br /> John Hall of Hall-Irwin at the site entrance at approximately 0900. DRMS noted that the site identification sign <br /> was missing from the entrance to the property off of WCR 2. <br /> On July 19, 2017 an SO was approved by DRMS to transfer the permit from Bestway Concrete Company to <br /> Hall Irwin Corporation. Option B was chosen, and a bond of the same amount was submitted by the new <br /> operator. This inspection was conducted by DRMS to confirm that the provided bond is still adequate to <br /> complete the approved reclamation. <br /> Mining activity has ended at this site, and the majority of the remaining work to be done consists of cleaning up <br /> the reservoir areas above water line and establishing the appropriate reclamation vegetation. The lined <br /> reservoirs have been approved by the SEO office. The large concrete batch plant has been removed and was in <br /> the process of being replaced by a much smaller plant at the time of this inspection. This plant will serve the <br /> remaining short-term requirements from this site. DRMS concludes that the current bond should be sufficient <br /> to complete the required reclamation. <br /> The only noted issues that will require attention/corrective action at this time have been summarized in the first <br /> section of this report. They are the erosion gullies that are forming in several locations in the lined reservoir <br /> walls due to surface runoff, the presence of trash in the NE area of the permit that will need to be removed (see <br /> attached photos), and replacement of the missing site identification sign. <br /> No other issues were noted during this inspection. <br /> Page 2 of 4 <br />
