(Tri-State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of <br />minor revision 177 (MR -177) to Permit No. C-1981-019. <br />MR -177 proposes a topsoil depth testing program to define the overall topsoil depths that <br />will be encountered within the footprint of the temporary out of pit spoil pile at Collom. The <br />data will be utilized to create a topsoil model to further define topsoil volumes that will be <br />encountered during stripping activities, and provide volumes to refine designs for future topsoil <br />stockpile configurations. <br />Also included in this minor revision are a revision application and a change of index <br />sheet to ease incorporation of this revision into the permit document.
