COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
July 26, 2017
Howard Strand
Office of Surface Mining
Western Region
1999 Broadway, Suite 3320
Denver, CO 80202
Re: Roadside Portals (Permit No. C-1981-041)
Bond Release Application No. 10 (SL -10)
Dear Mr. Strand:
The Colorado Division of Reclamation, Mining and Safety has issued a proposed decision to
approve Bond Release Application No. 10 at the Roadside Portals. This decision will become
final at the close of the thirty (30) day public comment period, which commences with the initial
publication in the The Daily Sentinel. A copy of the proposed decision and written findings is
enclosed.
This Phase III bond release approves the release of 4.0 acres of reclaimed land on the west side
of the Colorado River. These 4.0 acres have been approved for an industrial/commercial pos-
mining land use. These areas will be part of a shooting range complex jointly operated by the
Town of Palisade and Colorado Parks and Wildlife. Since this mine is a federal mine, our
decision is subject to the concurrence of OSM, and the signature of an authorized OSM
representative is required for release of the bond. Therefore, the Division respectfully requests
that OSM notify the Division of concurrence or nonconcurrence prior to the end of the public
comment period, in accordance with the agreement dated June 30, 1997, Procedures for
Cooperating State and Federal Agencies to Provide Mutual Concurrence on the Release of
Performance Bonds from Federal Lands Coal Mining_ Operations.
The Division sent you a notice on July 24, 2017 that reflected an incorrect value eligible for
release. The Division has corrected the proposed decision form and the Proposed Findings
document to reflect the corrected value. Please discard the July 24, 2017 copies and replace with
these corrected documents. We apologize for the error.
off.' 6°-6
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
