PERMIT#: M-1980-205 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE:July 25,2017 <br /> OBSERVATIONS <br /> This was a surety adequacy/monitoring inspection of the Select Materials Site, M1980-205, a 112c sand and <br /> gravel permit now operated by Michael Leister. This permit was transferred from the previous permittee <br /> (deceased) to Mr. Leister through a Succession of Operator revision approved by DRMS on June 30, 2017. <br /> This inspection was conducted by Eric Scott of DRMS. DRMS visited and toured the site with Mr. Leister at <br /> approximately 09:00. <br /> The current financial warranty for the 38.4 acre permit is $7500. At this time, the total disturbance within the <br /> permit is approximately 25 acres, however, only about 4.5 acres of this affected area is a result of active <br /> material extraction (see attached map). The remaining disturbed area consists of a product storage and sales <br /> yard, material stockpiles, various workshop and supporting structures, and gravel parking and storage areas. <br /> The extraction area has been mined at 3:1 horizontal to vertical slopes, so minimal additional earthwork would <br /> be required, and the topsoil/growth media needed to fully reclaim the site is available within the permit area. <br /> The eastern approximately 1/3 of the permit has not been impacted by mining activity and is still utilized for <br /> general agriculture. <br /> As stated on the first page of this report, DRMS will need to recalculate the required financial warranty for this <br /> site. The currently approved reclamation permit would require the removal of all structures and material from <br /> the permit area, and the reclamation of the entire area for use as "general agriculture". However, based on <br /> conversation with Mr. Leister during this inspection, it is likely that his proposed mining and final reclamation <br /> plans would minimize the reclamation liability for the site while still maintaining the current post mining land <br /> use of general agriculture for the majority of the permit area. <br /> Therefore, DRMS will allow the new permittee 30 days from the date of this report to submit a technical <br /> revision to revise the details of the mining and reclamation plans. At the end of the 30 day period, or when the <br /> submitted revision is approved, DRMS will calculate the required bond for the site and initiate the Surety <br /> Increase revision process. <br /> No other issues were noted during this inspection. <br /> Inspection Contact Address <br /> Michael Leister <br /> Leister Materials Limited DBA Select Materials <br /> 17269 CR 12 <br /> Ft.
