EXHIBIT D <br /> MINING PLAN <br /> GENERAL INFORMATION: <br /> This sight consists of sand, gravel and structural fill deposits that are estimated to be <br /> greater than 40 feet in thickness with the actual deposit to be more thoroughly defined <br /> during the mining process. The material to be mined is an alluvial deposit and it is not <br /> anticipated that mining will involve any bedrock or a need for blasting. It is anticipated <br /> that a 30 foot buffer zone will be established on the inside edge of the exterior boundary <br /> of the pit parcel. Although there may be disturbance to the vegetation in the buffer zone, <br /> no significant excavation will occur in the buffer. <br /> The material produced by this pit is anticipated to be used for structural fill and road <br /> material with onsite processing including crushing, screening and stockpiling. Although it <br /> could be used as an aggregate for the preparation of hot bituminous pavement, if it is <br /> used for that purpose it is anticipated that the batch plant would be located off site. <br /> MINE LIFE <br /> This pit will provide material for Alamosa County for the foreseeable future, estimated to <br /> be a minimum of 50 years. <br /> MINING PLAN <br /> This is a conversion from a 110 permit being expanded to the north and east into a <br /> Regular 112 permit. The existing pit in located in the southwest corner of the site and <br /> mining will continue from that location in a northerly and easterly direction when the <br /> proper permit is issued by the Division of Reclamation, Mining and Safety. <br /> As per the NRCS recommendations, the topsoil will be stripped to a depth of 12 inches <br /> and stockpiled and seeded. The topsoil will initially be stockpiled at a"to be determined <br /> location" on the site, currently anticipated to be northwest of the existing pit. There is not <br /> expected to be any overburden or waste rock requiring removal. It is anticipated that as <br /> per the NRCS recommendations, the topsoil will be stripped to a depth of 12 inches and <br /> stockpiled and seeded. The topsoil will likely be stockpiled in the northwest corner of the <br /> site as shown on the attached Map C, although a different location may be chosen. It is <br /> anticipated that not more than 40 acres will be disturbed without reclamation being <br /> achieved on the older mined areas so that at no time will the pit have more than 40 acres <br /> of disturbed, unreclaimed ground. The stockpiled topsoil will be sloped to 2:1 or flatter <br /> for the temporary slopes on the edge of the pile and the entire topsoil stockpile seeded <br /> with the same seed mixture and at the same rate as proposed by the NRCS for the final <br /> reclamation plan once it has been determined that the stockpile will not be added to for a <br /> period of 1 year. Any infestation of noxious weeds will be controlled by Alamosa <br />
