°COLORADO
` Parks anr, Wildlife
Northwest Regional Ser%ice Center
711 lndenendent Ave.
Grand JP,nction, CO 81505
May 15, 2017
Routt County Planning Department
Attn: Alan Goldich
Box 773749
Steamboat Springs, CO 30177
RE: CPW Comments for the 12 -Left and 1 SW Thickener Underf low Borehole and Pipeline
Project
Dear Mr. Goldich:
Thank you for the opportunity to review the 12 -Left and 1SW Thickener Underflow Borehole
and Pipeline projects Colorado Parks and Wildlife (CPW) appreciates the opportunity
to be invrslved in the Routt County planning review process. We welcome the effort
that pp
Twentyrnile Coal, LLC has made to solicit our input with regard to potential impacts
to wildlife.
CPW has az statutory responsibility to manage all wildlife species in Colorado; this
responsibility is embraced and fulfilled through CPW's mission to protect, preserve,
enhance, and manage the wildlife of Colorado for the use, benefit, and enjoyment of the
people of the State and its visitors. One specific way that CPW carries out its responsibility
is to provide cornments on local land use projects such as this one. Please consider the
following comm; nts and recommendations for the development of this project.
CPW ouidelines for sharp -twit lekking restrictions begin March 15 with no surface occupancy
within 0.4 rnii'-_ of any known Columbian sharp- taited grouse lek. Twentymile Coal - SWMD and
WMD Thickeoer Underflow Borehotes and Pipelines site is within 0.4 mites of four CSTG lek
locations (two active). The Project tocation also falls within Columbian sharp -tailed grouse
nesting and brood rearing habitat in which CPW recommends a 1.25 mite buffer of any known
Columbian sharp -tailed grouse lek, and within mapped Columbian sharp-taited grouse
breeding, summer, and winter habitat outside the 1.25 mite buffer. Where activities must
occur within 1.25 miles of Columbian sharp -tailed grouse teks or within other mapped
Columbian sharp -tailed grouse breeding or surnmer habitat, conduct these activities outside
the period between March 15 and July 31. Twentymile Coat - SWMD and WMD Thickener
Underflow Boreholes and Pipelines site is within 1.25 mites of nine CSTG tek locations (six
active). it is CPW's recommendation that those Best Management Practices be adhered to for
this project. it may be acceptable to allow the project to begin before July 31 for the project
area that ties west of Fish Creek only, as this area of the project is not of similar habitat
quality to the project area east of Fish Creek and is in close proximity of RCR 27.
D cyto .
