Mike Peacock of Mountain Coal Company (MCC) accompanied the inspection. The weather was clear, <br />dry and hot, and had been for some time. The mine was active. <br /> <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br /> Records were available in Kathy Welt’s office. Details are given at the end of this report. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The area has been very dry and hot so far this summer. The level of water in all ponds was low, and water <br />was being pumped from ponds in order to spray roads for dust suppression. <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> At the time of the inspection the longwall was in panel E6, between cross cuts 3 and 4. Progress toward <br />the longwall move to panel E7 was as expected, and was still scheduled for July 11. <br />The continuous miners were working on the Sunset Mains. <br />The only permitting action in progress is RN-7, which was found complete on February 1, 2016. The <br />decision due date has been extended to August 30, 2017 <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> The wash plant was not running. It is expected to be back in action following the longwall move, as coal is <br />mined from the east end of panel E7. <br />A small pile of material had been stockpiled temporarily on the surface of the RPE.
