Vegetation was green. No instability <br />was noted. <br />o Topsoil piles observed were marked appropriately. <br />o Topsoil depths were measured as follows for Area AB 16: <br />Number Soil Depth (in) <br />S12 21.25 <br />S13 20.25 <br />o These measurements brought the average topsoil depths for the Phase I areas associated with <br />SL18 to 16.5 inches. <br /> <br />EXPLOSIVES – Rule 4.08 <br />o An overburden blast was observed in L dip pit. All required blasting warnings were sounded as <br />per the requirements of rule 4.08. <br />o Blasting records were checked and no issues identified. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />o Observation of Phase 1 area associated with SL 18 noted some erosional rills near <br />ready line area and along haul road. <br />o Portions of drainages reclaimed in 2010 and included in SL18 were walked. <br /> <br />AIR RESOURCE PROTECTION – Rule 4.17 <br />o With the exception of the overburden blast, when a dust plume is expected, no fugitive dust was <br />observed. <br />o The overburden plume dissipated quickly and did not travel from the immediate area. <br /> <br />FISH and WILDLIFE -Rule 4.18: <br />o Elk frequent the sight. Activity of the Elk heard was noted and one cow was <br />observed. A marmot, some antelope and deer were noted. Raptors, blue <br />birds and doves were also observed. <br /> <br />DOCUMENTS RECEIVED <br /> <br />None <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending.
