2.05.4 Reclamation Plan
(1) The areas disturbed by the mine will be returned to a rangeland and fish and
wildlife habitat land use. This will be accomplished by restoring the area to
the approximate original contour except for the coal mine waste pile and
portal area. Areas will be covered with topsoil and seeded with the approved
seed mix. See Figure 3.1-1 Reclamation Map.
This reclamation plan addresses rehabilitation of the McClane Canyon Mine
located in Garfield County, Colorado. The area is located in a zone of
transition saltbrush desert and pinyon -juniper woodland. Precipitation is
about 17.7 inches annually and soils are derived mainly from sandstone
alluvium/colluvium. Although precipitation is low, soils are more favorable for
reclamation than the shale derived soils of many salt desert areas.
Sites to be reclaimed include the mine portal and facilities area, coal mine
waste disposal area, haul roads, sediment pond, topsoil and construction
material storage stockpiles and the office areas (See Reclamation Map,
Figure 3.1-1). Of these areas to be reclaimed, the portal area and
associated road and sediment pond were disturbed prior SMCRA. Removal
of topsoil is therefore confined to those areas, which were or are to be
disturbed after the enactment of SMCRA. That portion of the haul road
existing prior to mining will be reclaimed.
All structures will be dismantled and removed from the site including but not
limited to the office complex, conveyors, shop, mine ventilation fan and
substation.
The distribution power line will be reclaimed based on recommendations
from Steve Don, Manager of Engineering with Grand Valley Power (GVP)
(See Table 3.7.3). The Operator, in conjunction with GVP, will remove
distribution power poles to pole number 341, the rest of the power line is
considered GVP's mainline and will remain in place to continue serving
customers north of the mine. See Figure 2.2-2 for the location of pole 341.
The following sections identify proposed methodology for restoring areas
disturbed by the operation to a condition equal to, or greater than, the
highest previous use in accordance with the rules and regulations of the
Colorado Mined Land Reclamation Board and the Office of Surface Mining.
Topics presented include:
PR -02 2.05-33- 10/12
