The mouth of the channel is lined with straw bales to filter sediment. The runoff then continues down a <br />riprap lined channel. The perimeter ditches were in good condition and clear of debris. The straw bales were <br />intact and functioning as designed. There were no issues noted with the riprap channel. <br /> <br />Culverts near the Utility Bench were clear of debris and water was flowing at the time of the inspection (Photo 1). <br />There were no issues noted. <br /> <br />Culverts along the paved haul road were inspected. All of the culverts were clear of debris. The inlets and outlets <br />of the culverts were in good condition. All of the haul road culverts were functioning as designed. <br /> <br />The culvert above the upper coal stockpile pad was replaced in February of 2017. The culvert was free of debris <br />and in good condition. <br /> <br />Sediment Ponds B, C, D, F (Photo 2), J (Photo 3) and K were inspected. There was no discharge from any of the <br />six ponds during the inspection. At the time of the inspection Ponds B, C, F and J were holding a small amount <br />of water. The level of the water impounded in the ponds was below the primary spillways. Ponds D and K were <br />dry at the time of the inspection. The embankments of all six ponds are well vegetated and stable. There were no <br />indications of erosion or instability. <br /> <br />PROCESSING WASTE/COAL MINE WASTE PILES – Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br /> Gob pile #’s 1, 2, 3 and 4 were inspected. Pile #1 has been reclaimed and is well vegetated. There were <br />no indications of erosion or instability. There has been no more gob placed on pile #3. The gob on the pile has <br />been spread for drying. The material will finish being spread and compacted when it is dry. Piles #2 and #4 have <br />been keyed together. Subsoil has been placed on most of pile #4 and about one half of pile #2. For more <br />information on the repairs of Gob Pile #4, please see the Backfilling and Grading section of this report. Volunteer <br />plant growth has occurred on the subsoil material on the face of pile #2 and #4. The vegetation will help prevent <br />erosion of this material until the faces of the piles can be covered with topsoil and seeded. There were no <br />erosional issues noted. The piles were stable at the time of the inspection. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br /> The haul road at the Bowie No. 2 Mine is separated in to two portions, a paved and an unpaved portion. <br />The paved portion of the haul road was in good condition and there were no issues noted. The unpaved section of <br />the haul road was in good repair. There were no low spots or ponded water. Ruts were not observed during the <br />inspection. <br /> <br />The access roads on the Bowie No 2. Mine site were in good condition. There were no segments observed with <br />erosional issues or areas that would need repairs. The roads had no indications of instability.
