PERMIT#: M-2000-144 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE:July 10,2017 <br /> OBSERVATIONS <br /> This was a pre-operation site monitoring inspection conducted by DRMS at the North LaPoudre Sand& Gravel site prior <br /> to final approval of AMO1 for this site. The inspection was conducted by Eric Scott of DRMS. DRMS met Mark Johnson <br /> of Bestway Concrete at the site entrance at approximately 1330. The site entrance is located at the southwest corner of <br /> Weld County roads 392 and Weld County Road 13. This site is also immediately north of the Bestway LaPoudre Sand <br /> and Gravel pit(M1983-090). <br /> DRMS toured the site with the Mr. Johnson. Current excavation activity in the mine is located primarily in western third <br /> of the permit area. There are currently excavated ponds in the central part of the permit area; however Mr. Johnson stated <br /> that more material remains to be mined in that area. The eastern portion of the site has never been mined, and is now <br /> largely occupied by gas and oil structures. The pending amendment proposes adding approximately 20 acres to the west <br /> end of the existing permit(Lee property). The amended area will be mined,backfilled to original grade and revegetated. <br /> This amended permit will continue to be operated concurrently and in conjunction with the adjacent"original"LaPoudre <br /> Sand and Gravel Pit(M1983-090) This adjacent permit is also undergoing a board-ordered amendment to correct a <br /> permitting error resulting in out-of-bounds activity. <br /> There is a currently a significant amount of exposed groundwater at this site(approximately 14 acres), contained within <br /> unlined ponds. Any areas of exposed groundwater that are not currently part of a submitted or approved permanent <br /> augmentation plan will need to be backfilled, or sealed from the alluvial aquifer with a clay liner or slurry wall that will <br /> pass SEO approval criteria before DRMS will be able to release the permit. <br /> As noted on the first page of this report,Tamarisk and several other noxious weeds were noted during this inspection. <br /> These noxious species will need to be controlled, and proof of this will need to be provided to the Division by the listed <br /> corrective action date of 10/31/17.
