Being familiar with the Colowyo operation, and relying <br />on the information provided to me by Colowyo Personnel, the West Pit Excess Spoil Fill is observed to be stable, at the <br />time of inspection, and in compliance with CDRMS Rule 4.09.1(1)(c) and Rule 4.09.1(11) , and Permit C-1981-019. <br />
