Mr. Raymond Lazuk June 28, 2017
Climax Molybdenum Company, Climax Mine 6 1661214 006 RSP RevO
a tailing dam, the 1-in-2475-year event was selected for the post-closure condition to
evaluate the post-closure life. Even using the conservative 1-in-2475-year event, the
pseudo static analysis yielded FoS >_1.0 for the Climax OSF.
The Nevada Division of Environmental Protection, Bureau of Mining Regulation and Reclamation (BMRR)
also publishes stability requirements for heap leach pads, which are similar to the Climax OSF.
Requirements stated are:
■ Static factor of safety= 1.3
■ Pseudo-static factor of safety = 1.05, or deformation analysis demonstrating acceptable
potential movements during the design seismic event.
• The recommended design event is the"seismic event with a maximum 10%probability
of exceedance in 50 years,"which corresponds to the 1-in-475-year event.
• The recommended event is the same as the OBE event used to evaluate the Climax
OSFs during operations. The MDE event used to evaluate the OSFs post-closure
exceeds the recommended event significantly.
A summary of the project design criteria relative to the DRMS and other criteria is provided below in Table 1.
Golder notes that the project criteria for static FoS are more conservative than DRMS, ADEQ, and BMRR
requirements for standard of care. Golder considers the project seismic FoS requirements to represent a
similar level of conservatism and adherence to standards of care.
G,,older
1661214 006 RSP RevO Responses to DRMS Comments 28JUN17 docx oda}Q s
