5/15/17 6. 1 am trying to track what the dates and initials on various pages signify— a. Were the requirements more detailed when Bowie asked for renewals or expansion of the permits? b. Were these sign offs by DRMS on new or more detailed requirements as Bowie applied for renewals of the permits? (2001, 2004, 2010 are some of the years at the bottom of various pages) —some say "approved" with a date? Based on operational conditions and other factors, a mine operator can apply for a revision to their permit. These revisions are reviewed by the Division to ensure they meet the requirements of the Rules. In addition to these revisions, the operator must renew their permit every five years. The notation/date you see on the bottom of some pages is the revision number that changed some portion of that page and the date it was approved. This is done to aid in tracking changes in the permit document. When did the bond and reclamation requirements shift to Bowie Resources? (Did Bowie buy Westmoreland assuming it's liabilities for maintaining the bond?) I will need to look up the exact dates for the permit transfer. However, when a new operator takes over a site they must follow all of the requirements of the permit. The areas around the East Mine and West Mine are very detailed as to what needs to be done to meet reclamation requirements. Without maps though, it isn't clear what relates in particular to the Steven's Gulch parcel to be sold after change of use. What, if any, of the East Mine area is still left to be reclaimed? 6/6/2017: The ponds at the East Mine have yet to be reclaimed. Once the Steven's Gulch parcels and the Load Out are sold, are there any other relevant land holdings left to be reclaimed under the bond requirement. 6/6/2017: There are reclamation activities that have yet to be performed at the East Mine, West Mine and the ROM Pile area. The East Mine has been largely reclaimed. There is little reclamation work left to be done at the site. The ponds will be reclaimed. The ROM Pile area is similar to the East mine in that the reclamation left there is related to removing the pond. The West Mine has some areas that have yet to be Phase II released and the Ponds will be reclaimed. 10. The water tank referred to as being in place in 2004 is required for Pitkin Mesa Pipeline—the reclamation can't be complete unless "alternative arrangements are made for Pitkin Mesa Pipeline and power supply". Does any of this affect Steven's Gulch property? 6/6/2017: The Steven's Gulch parcels are not affected by the Pitkin Mesa Pipeline and power supply. The pipeline and power supply are approximately 3 miles away from the Steven's gulch parcels. 11.
