(Tri-State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. (Colowyo). Therefore, Tri-State received your adequacy letter dated June 26, 2017 and is <br />providing the below response to your adequacy concerns on behalf of Colowyo. The Colowyo <br />Mine operates under Permit No. C-1981-019. <br />L When reviewing Exh. 7-23, Figure M-3 — Initial Disturbance Model Collector <br />Ditches, there are appears to be two parcels of disturbances that do not drain to the <br />Coal Stock Pile as modeled in the provided SedCAD. The first parcel is 1.5 acres <br />noted as SWS44-1. SWS44-1 lies north of the West Collector Ditch and what appears <br />to be down gradient of the ditch. The second is a small section located in the north <br />western tip of the SWS47-2 parcel just north of the West Collector Ditch. Again, this <br />area appears to be down gradient of the ditch and does not report to the Coal <br />Stockpile Pond. Please provide the Division with additional detail regarding the <br />drainage of these parcels to ensure all disturbances report to the Coal Stockpile Pond <br />as designed. <br />Response: Exh. 7-23, Figure M-2 and M-3 have been updated to reflect the area in west <br />section of SWS47-2, just west of station 15+00, to drain to the West Collector Ditch. <br />Once the downstream sediment control structures are in place and the West Collector <br />Ditch is no longer necessary, the coal stockpile pad will toe out over the ditch as was <br />previously shown prior to the revisions under this response. Until that time, runoff from <br />disturbances above the West Collector Ditch will be routed to the ditch. <br />For the 1.5 acre area denoted as SWS44-1, a grass filter demonstration has been <br />conducted and included with this response.
