(Tri-State), is the parent <br />company to Axial Basin Coal Company, which is the general partner to Colowyo Coal Company <br />L.P. (Colowyo). Therefore, Tri-State on behalf of Colowyo is submitting three (3) copies of <br />minor revision 176 (MR -176) to Permit No. C-1981-019. <br />MR -176 provides a power line alignment to the Collom facilities area. Previously, it was <br />assumed that Colowyo would construct, operate, and maintain its own power line to the Collom <br />area. Under MR -176, that is being changed and the power line to Collom will be owned, <br />operated, and constructed by White River Electric Association (WREA). WREA has requested <br />from Colowyo that the power line be a permanent structure, and remain to service the Axial <br />Basin and surrounding areas post -mining in Collom. Therefore, all disturbances associated with <br />construction of the power line will not be related to Colowyo's mining activities and will not be <br />required to be bonded for under Rule 3.02.1(2). These disturbances within the permit boundary, <br />but not related to Colowyo's mining activities has been documented in Volume 1, Section 4.12. <br />Finally, the WREA power line alignment crosses over a section within the permit <br />boundary that had not been previously surveyed for cultural resources. Colowyo conducted a <br />Class III resource inventory on this area and is including a cultural resources report in the permit <br />in Volume 16, Exhibit 5, Item 6. <br />Also included in this minor revision are a revision application and a change of index <br />sheet to ease incorporation of this revision into the permit document.
