4.0 CONCLUSIONS and RECOMMENDATIONS <br />The reference areas selected for evaluation during the 2014 sampling effort represent those areas <br />that are controlled by the mine and largely representative of the pre -mining soil types where the dryland <br />pasture reclamation is situated. Considerations for each potential reference area and resultant <br />implications on suitability as an appropriate target for a "standards base" for dryland pasture reclamation <br />are as follows: <br />Old Peabody Sage Reference Area <br />Pros <br />• Exhibits native sagebrush/grassland <br />communities associated with <br />Pinion/Progresso soils that represent <br />approximately 61% of the pre -mining <br />New Horizon permit area (Soils 77, 78, <br />and 81). <br />• Has been an approved reference area for <br />reclamation in the past and likely <br />demonstrated comparability during the <br />New Horizon baseline evaluation. <br />• Perennial cover and production are most <br />similar to the perennial cover and <br />production of the approved 2005 Dryland <br />Pasture Reference Area. In addition, the <br />relative cover (composition/distribution) <br />of lifeforms is most similar to the <br />currently approved reference area. <br />• This site is controlled by the mine and easily <br />accessible in close proximity to the <br />reclamation. <br />• Land management, including grazing and <br />pest control, of the potential reference area <br />analogous to management of the <br />reclamation areas. <br />Cons <br />• Typically, reference areas should be 10 <br />acres. This area is a little small at <br />approximately 6 acres, however, it is still <br />quite suitable. <br />• Does not exhibit the improved species <br />used for dryland pasture reclamation, but <br />cover and production values are <br />representative of the soil type. <br />Attachment 2.04.1OC Page 22 May 2017 (TR -14) <br />
