The Request <br /> to Place Inert Construction and Demolition Debris in Gravel Pit #2 —Phase 2 Mining Area("Fill <br /> Request') was received in our office on January 28, 2009. Prior to evaluating the Fill Request, <br /> Colorado Springs Utilities (CSU) was asked to provide a formal waiver request to the Division <br /> seeking relief frorn constructing a liner'beneath Gravel 'Pit i-12 as weli as waiving the groundwater <br /> monitoring requirements. The Request for a Waiver from the Liner and Groundwater <br /> Requirements for the Placement of Inert Fill in the Clear Spring Ranch Gravel Pit #2 -- Phase 2 <br /> Mining Area(Waiver Request) was received in our office on April 1, 2009. <br /> Gravel Pit # 2 is an active mine operating under Permit M-1992-074, issued by the Colorado <br /> Division of Minerals and Geology (now known as the Division of Reclamation Mining and <br /> Safety). After the mining has been completed, Gravel Pit 92 will be backfilled with inert <br /> material, according to the Certificate of Designation (CD) issued by El Paso County, CD-04-001. <br /> According to the Fill Request, the material to be placed within Gravel Pit #2 will be restricted to <br /> inert non-putrescible materials such as soil, gravel, concrete, asphalt, and other inert solids <br /> generated frorn CSU and other City of Colorado Springs projects. Although the facility's <br /> Engineering Design and Operations Plan (EDOP) states that till materials will not be accepted <br /> from non City-owned generators, and the till material will be periodically spot-checked for non- <br /> I <br />
