PERMIT #: M-1979-166 <br />INSPECTOR'S INITIALS: SIM <br />INSPECTION DATE: June 6, 2017 <br />OBSERVATIONS <br />This was a monitoring inspection of the Bennett Gravel Pit; M-1979-166 operated by Elam Construction, Inc. <br />This site is located 1 mile west of Delta, Colorado in Delta County. I, Stephanie Mitchell of the Colorado <br />Division of Reclamation, Mining and Safety conducted the inspection. Mr. Jon Mueller of Elam Construction, <br />Inc. accompanied me on the inspection. <br />This is a 32.60 acre 112c mining operation for sand and gravel with a maximum allowed disturbance of 29 <br />acres. The current disturbed acreage is appears to be right at 20 acres. The Division currently holds a financial <br />warranty amount of $147,436.99 for this site and is adequate at this time. <br />A mine identification sign was in place at the entrance to the mine site. All permit boundaries were all clearly <br />marked delineating the permit area. <br />Mining is currently taking place in the northern portion of the permit area. The staging, process and stockpiles <br />are located in this area as well. The site has been inactive for over 2 years. The Division is requiring the <br />Operator to request Temporary Cessation status. This is noted as a problem at the beginning of this <br />inspection report. <br />Material stockpiles appear to be stable. There are about 5 material stockpiles located in the staging area. The <br />two topsoil stockpiles have no vegetation on them and is noted as a problem at the beginning of this <br />inspection report. To keep topsoil stockpiles from eroding due to wind and water erosion, it is required by the <br />Division to stabilize topsoil stockpiles with vegetation to combat against these forces. <br />There is a very large population of Russian Knapweed within the permit area. This is noted as a problem at the <br />beginning of the inspection report.
