MANAGEMENT <br />On behalf of Bowie Resources, LLC (BRL), enclosed is a technical revision application to provide <br />for drilling of up to four holes for the purposes explained below. <br />In 2015, Oxbow Mining LLC and Bowie Resource Partners, LLC entered an agreement which <br />allows Oxbow Mining, LLC to extract Coal Bed Methane from the existing mine workings from the <br />D and B seam workings of the Bowie #2 underground mine. <br />Before sealing the portals of the mine, BRL installed a set of seals underground in order to <br />isolate the western longwall districts from equipment recovery activities. BRL personnel were <br />unable to open pipes in the seals, which would have enabled pressure equalization across the <br />set of seals. Oxbow proposes to remotely remove at least one seal in the set of seals, which <br />would allow pressure equalization across the set of seals. The seal in number five entry is the <br />designated initial target and would be drilled vertically with directional assistance. The seal in <br />number four entry is a secondary target and would be drilled directionally. <br />Oxbow proposes to drill up to four seal removal holes, to be drilled from the surface, into or <br />around the targeted seal. The first hole is to be an observation test hole. The next three holes <br />are to be drilled to intersect the seal. If the first is not successful, up to two more holes will be <br />drilled to intersect the seal. All holes will be drilled from the existing and unreclaimed pad that <br />was created, by BRL to drill exploration hole TC -03-01. Oxbow Mining, LLC does not propose <br />new or additional disturbance to the TC -03-01 pad at this time. <br />Sincerely, <br />J. E. Stovf-r <br />1. E.
